Overall Objective of the Project: 

CROSSMOBY's overall objective is to make mobility in the cross-border area more sustainable by investing in more environmentally friendly services and modes of transport and in new approaches to mobility planning, contributing to the objective of Axis 2 of the Programme both in terms of through the elaboration of an action plan for a sustainable mobility of the area, both by improving the capacity of regions and cities the adoption, development and coordination of PUMS (Urban Sustainable Mobility Plans).

Project summary: 

The CROSSMOBY project addresses the challenge of improving capacity in sustainable mobility planning and providing cross-border public transport links based on a strong institutional cooperation approach to achieve concrete results for citizens in the Programme area, including in terms of reducing transport emissions. The main objective of the project is to set up new sustainable cross-border transport services and to improve mobility planning within the whole area. The expected substantial changes will take the form of testing new rail passenger services and a new approach to mobility planning, based on the existing PUMS methodology applied to a limited number of pilot projects. The main outputs of the project are the reactivation of cross-border rail passenger services and a cross-border strategic action plan on sustainable mobility, which contribute to making CROSSMOBY an original and new project, since there have never been previous projects in the Italy-Slovenia cooperation programmes that have led to similar results. In addition, in order to address the lack of sustainable mobility options and to improve accessibility across borders, cross-border cooperation proves to be necessary where the competent authorities and other organisations in Italy and Slovenia are able to develop services in a coordinated manner.

Main results: 

The main results expected from the CROSSMOBY project are: 1- the contribution to a higher quality, safer, more sustainable and less polluting cross-border mobility of people between Italy and Slovenia. This result will be achieved by increasing the supply of connections between the two countries, made possible by the new cross-border rail services planned along the Venice - Trieste - Ljubljana axis; 2 - the developed cooperation between the most relevant actors of the two countries, at regional and local level, towards a cross-border planning of sustainable mobility, made possible by the expected innovative approach in the adoption, development and coordination of PUMS (Sustainable Urban Mobility Plans).
Both results are in line with the expected results of the Programme for the specific objective 2.1, to promote on the one hand the use of rail as an alternative to road transport, which is predominant in the area, and at the same time provide for the implementation of a new cross-border strategy for the development of sustainable and, therefore, low-carbon mobility planning. These results are intended to provide a concrete contribution to the specific indicator for the Programme for the specific reference objective, since these results, both directly and indirectly, are expected to improve the level of capacity of the cities concerned by the pilot activities to reduce their energy consumption in relation to the transport sector. Moreover, the development of new cross-border rail services and the increased offer of options for intermodal mobility are expected to have a positive impact on the entire Programme area, as well as opportunities for cooperation in the area are expected to be strengthened thanks to the institutional willingness to give continuity to these rail services, once completed the first year of experimentation (pilot action) provided by the project.

Objectives and Activities

1. Develop a cross-border action plan for sustainable cross-border mobility:
In order to develop a shared cross-border strategy on sustainable passenger transport and mobility planning, a methodology will be defined to monitor and evaluate the results of a number of pilot project activities, as well as to ensure their transfer in more general directions in order to use it for the definition of a cross-border action plan. The objective is also to transmit the planned geographical information system, a support tool for long-term cross-border dialogue, and the planned stakeholder platform/forum, to involve relevant external actors within an action plan aimed at prioritising and establishing a series of concrete promotional measures for the improvement of the multimodal transport system connecting the cross-border area.
 

2.  To improve cross-border mobility planning and the methodology of the PUMS at regional level.
The objectives are: a) to produce in the context of the cross-border region a shift from traditional and sustainable urban and regional transport planning; b) ensure that regional administrations play a greater role in relation to the theme of the WFPs; c) build capacity at regional and city level in relation to the development and implementation of the WFPs and establish links between them;
d) coordinate and develop sustainable mobility plans at local and regional level and encourage the exchange of knowledge between different stakeholders.
 

3. Reactivation of rail passenger services in the Programme Area:
The objective is to create, implement and evaluate new cross-border passenger rail services, taking advantage of existing rail infrastructure along the Venice-Trieste-Ljubljana axis, offering a solution to the current lack of cross-border connections for sustainable and efficient mobility of people and tourists in the Programme Area, which aims to reduce CO2 emissions. The offer of new rail services will provide, as a direct consequence, a network of intermodal options based on other existing transport services (implemented by bus or by sea), which will lead to an increase in the possibilities of travel in the area by means of intermodality, in particular intermodality bike-train, bike-bus or even bike-ship.
