Enhancing institutional capacity of public authorities and stakeholders and efficient public administration.
The overall project objective is to contribute to strengthening cross-border institutional cooperation through the development of joint solutions to improve the management of health emergencies.
The common challenge of NEX AID is to contribute to inclusive growth strengthening institutional capacity of public authorities in the health emergency sector in cross-border area. The overall goal is addressing cross-border institutional cooperation for management of health emergencies and maxi emergencies. The expected change is represented by the creation of a permanent cross-border network of emergency health systems for the preparation and implementation of shared protocols and cross-border agreements. Output: a) 3 cross-border protocols and agreements for: (1) management and transfer of patients with polytrauma (2) implementation of a common communication system (3) management of maxi emergencies through definition of joint intervention plans; b) training courses for healthcare staff and other operators. Target group: public institutions, healthcare structures, operators healthcare and patients. A cross-border approach is needed to respond to health needs in program area, especially for time-dependent diseases and maxi-emergencies. NEX AID is the first case of management of maxi-emergencies in the cross-border context.
Institutional health cooperation will be strengthened thanks to: - the development of an integrated system for networking the territory with hospitals in the context of maxi-emergency and related events, with redefinition of management responsibilities to be included in departments within the hospitals and in control units for interventions on the territory; - the design of a network for the management of maxiemergencies (conventional and NBCR) and related events with the identification of health and laic components - the definition of the Crisis Units and of territorial areas - the definition of the communication system through coding standards and tools - training events and defininition of skills to be implemented for both the health and the secular components - Improvement of communication to citizen on the assistance trail and its management - Economic optimization of the system with view to the resources to be committed also in the light of the auditing activities - the establishment of simulations and synergy programs even beyond the end of the project.
