Thematic contents of strategic projects

Listed below are the ten topics provided by the Interreg V-A Italy-Slovenia Cooperation Programme related to the strategic projects for which an allocation of for 27 M euro ERDF. The 10 strategic projects identified by a top-down approach, envisaged by the Programme, were approved by the Monitoring Committee on 22 February 2017.

Theme 1: NANOTECNOLOGIES

Priority axis 1 - Investment Priority 1b - Specific Objectives 1.1. - Maximum ERDF Allocation 3.000.000,00 €

Building-up an international open lab network fostering nanotechnology-based innovation among SMEs. The strategic theme is to promote the network of the top-level nanotechnology oriented research centres of the cross-border area delivering high-specialized services in a framework of collaboration with local SMEs to boost research-driven industrial innovation and technology transfer. Nanotechnology has many applications coherent with S3 priority areas (in areas like smart health, smart manufacturing, etc.) and the planned crossborder interaction will also foster and promote the exchange of technical competencies and public-private partnerships alongside the implementation of PoC - Proof of Concept activities.

Main objectives

The main objective should be the development of a cross-border network gathering and strengthening the existing nanotechnology-oriented research centers with an open innovation approach in order to transfer the existing nano-technological expertise and tools to the production world. The “nanolabs” network should integrate and enforce cross-border knowledge and high-tech facilities available in the Programme area making available and sharing a set of high specialized services aimed at boosting the competitiveness of the Regions involved. The network should become a stable framework for collaboration both within research facilities (i.e. harmonizing services, creating critical mass, avoiding spot initiatives and duplications) as well as between research and industry, offering SMEs and large enterprises access to high-tech research environments, stimulating the so-called research-driven industrial innovation and fostering public-private collaborations in the field of research and innovation.

Theme 2 CREATIVE INDUSTRY

Priority axis 1 - Investment Priority 1b - Specific Objectives 1.1. - Maximum ERDF Allocation 3.000.000,00 €

Development of innovation eco-systems and value chains, establishing linkages between the science, culture, art, inhabitants and economy, applying creative, open and collaborative innovation, including pilot demonstrations through innovative products and services. The strategic theme enables to link cross-border innovative eco-systems in order to foster creative activities and open innovation, focusing on the use of new technologies aligned with RIS3 and applied (unconventionally, too) to a range of sectors (from smart buildings to knowledge management). The interaction among creative practitioners, public institutions, companies (SMEs and start-ups) will permit to exchange experiences, concepts and approaches, to develop innovative products and services, to foster creative value chains and to support start-ups offering incubation and acceleration support structures for pilot projects.

Main objectives

Increase the connection among innovative cross-border ecosystems, through the creation of consortium of transnational private and public bodies involved in innovation procedures, based both on: knowledge contamination among science, culture, arts and economy and capitalization activities in different fields of creativity, in order to develop a new approach to the matter, pilot actions and products.

Theme 3  SECAP

Priority axis 2 - Investment Priority 4e - Specific Objectives 2.1. - Maximum ERDF Allocation 2.500.000,00 €

Establishing a concrete support for accelerating the reduction of carbon or greenhouse emissions, strengthening capacities to adapt to unavoidable climate change impacts and increasing energy efficiency of the entire CBC territories, based on methodology used for transition of SEAP to SECAP.

Main objectives

Offering municipalities in the Italy-Slovenia program area a practical support for the implementation of sustainable energy policies and climate adaptation, which are reflected in the evolution of SEAPs into SECAPs (Sustainable Energy Action Plan) into SECAPs (Sustainable Climate and Energy Action Plans) that identifies energy efficiency measures and energy production from renewable sources for the reduction of CO2 emissions

Theme 4 MOBILITY AND INTERMODALITY

Priority axis 2 - Investment Priority 4e - Specific Objectives 2.1. - Maximum ERDF Allocation 3.500.000,00 €

Improvement of integrated mobility planning capability and services with the aim to establish low carbon cross border public transport connections and intermodality taking into account all modes of transport in the entire Programme area.

Main objectives

The project will contribute to the development of a joint strategy for a suitable cross border mobility in the entire area. Development of an environmental friendly accessibility through the  improvement of transport and intermodal services on the existing infrastructure. The strategy will avail the use of the SUMP methodology.

Theme 5 EXCELLENCE IN TOURISM

Priority axis 3 - Investment Priority 6c - Specific Objectives 3.1. - Maximum ERDF Allocation 2.600.000,00 €

“EXCELLENCE IN TOURISM” aims to create an innovative management model supporting the development of the cross-border tourist destination through cross-border integrated tourist products (ITP), based on revitalized cultural and natural heritage and build missing infrastructure which will enable integrated and sustainable (circular) management of natural and cultural heritage and outdoor experiences  with special focus on the field of cross-border network of castles, historic gardens, villas, vineyards, and all diversity of landscapes of the Programme area.

Through enogastronomy the strategic theme promotes typical products, food/wine and local tradition and through outdoor activities boosts experiencing nature diversity. The interventions will test/pilot the sustainable planning concepts and smart use of existing tourism build infrastructure models on micro-cross-border destinations.

Main objectives

The main objective of the strategic theme is the creation of conditions to develop a  systemic approach to enhance cross border cooperation for sustainable tourism development based on natural and cultural assets.

Theme 6: WORLD WAR FIRST

Priority axis 3 - Investment Priority 6c - Specific Objectives 3.1. - Maximum ERDF Allocation 2.500.000,00 €

Promote and enhance the heritage of the First World War also in terms of sustainable and conscious tourism. In particular, increase the potential attractions of sites and monuments of great historical and symbolic significance, also through small scale investments and favouring the use of innovative communication tools and cinematography. Project actions should take into account the initiatives of Programme partners such as  the memorization of the centenary of the First World War and its consequences and the introduction of the "The Walk of Peace from the Alps to the Adriatic – Heritage of the First World War " on the UNESCO World Heritage List.

Main objectives

Preserve and promote the tangible and intangible assets related to WW1 in the Programme area as a common heritage reinforcing historical resources also in terms of sustainable and cultural oriented tourism under a common EU brand Walk of Peace for the purpose of creating a specific tourist destination.

Theme 7 MINORITIES AND MULTICULTURALITY

Priority axis 3 - Investment Priority 6c - Specific Objectives 3.1. - Maximum ERDF Allocation 2.400.000,00 €

Introduction of innovative approaches developed by national and linguistic minorities and public bodies, for the promotion of multiculturalism and multilingualism focusing also on young generation with exchange of good practices in order to develop multicultural assets with the aim to increase touristic and cultural attractiveness of the territory.

Main objectives

Recovery of historical and cultural sites to be addressed as new museum contents about national and linguistic minorities of the North Adriatic; introduction of the new digital and ITC technologies, involvement of young people, multilingual tools for the support of the multilingualism and multiculturalism (tangible and intangible cultural heritage), functional for an increased sustainable touristic, cultural offer and attractiveness of the cross-border area

Theme 8 NATURA 2000 AND GREEN INFRASTRUTURES

Priority axis 3 - Investment Priority 6d - Specific Objectives 3.2. - Maximum ERDF Allocation 2.500.000,00 €

Integrated development and implementation of cross-border, nationally, regionally and locally harmonized potentials for different forms of green infrastructure and green economy activities in the fields of water and marine management, ecology, nature protection, green tourism and other related fields (natural retention areas, green river corridors,…) aiming to improve water and Natura 2000 ecosystems and contributing to the sustainable future development (especially tourism) of the entire Programme area.

Main objectives

Contribution to the improvement of water and Natura 2000 ecosystems, with the development of monitoring systems for water status and for biodiversity. Contribution to the sustainable future development of river basin and marine and coastal zones of the programme area.

Theme 9 FLOODS DIRECTIVE

Priority axis 3 - Investment Priority 6f - Specific Objectives 3.3. - Maximum ERDF Allocation 2.500.000,00 €

Development and implementation of an integrated joint non-structural and structural flood protection measures in the context of the Floods Directive 2007/60/EC with the following main activities: sets of joint models, elaboration of maps and tools with the associated documentation and implementation of few pilot small-scale investments and equipment, upgrade of flood forecasting system, awareness raising activities and by using innovative technologies.

Main objectives

Increase the collaboration among all the authorities involved at various levels in the field of flood risk management to improve the management of investments and  to reduce the flood risk in transboundary and interregional catchments

Theme 10 CIVIL PROTECTION

Priority axis 4 - Investment Priority 11CTE - Specific Objectives 4.1. - Maximum ERDF Allocation 2.500.000,00 €

Enhancement of cooperation  in the field of civil protection emergencies, focusing on coordination of preventive, preparedness and response measures to not marine natural emergencies , development of joint support systems, upgrading of joint tools and measures for early detecting of natural risks investments in equipment and facilities for joint trainings and educations at different level.

Main objectives

Strengthening the institutional cooperation capacity through the mobilization of public authorities and key operators of the Program area in order to plan joint solutions to common challenges. Improving institutional capacity and cross-border management. Strengthening institutional cooperation with the activation of public authorities and key actors for the planning of common responses to the problems.
