The Interreg VI-A Italy-Slovenia 2021-2027 Programme was submitted for its approval to the European Commission on April 2022.
After the negotiation phase with the European Commission, the Interreg VI-A Italy-Slovenia 2021-2027 Programme was approved by EC Decision C(2022) 5745 dated August, 3rd, 2022.
Following the adoption of the Programme, on September 20, 2022 the Monitoring Committee was held for the first time on Trieste.

Programme Negotiation Phase (November 2019 - September 2022)
The negotiation process by the Member States with the European Commission started early when Programme financial allocation and definition of the eligible area were still not determined nor EC Regulations approved (June 2021).
As starting point, the EC provided (May 2019) the Border Orientation Paper-Italy-Slovenia to facilitate the activation of the 2021-2027 programming phase and the definition of the main objectives and strategic approaches to be adopted.
Negotiations lasted from the end of 2019 until the approval of the IP by EC Decision C(2022) 5745 of August 3rd, 2022 and the establishment of the Monitoring Committee (Sept. 2022), through 30 Task Force meetings and 12 written procedures. The Specialist support to the Task Force for the drafting of the new Programme had been put in place since November 2020 (see milestones in table 1).
The SEA full procedure plus the Impact Appropriate Assessment were implemented (see milestones in table 1).
The role of the Managing Authority was confirmed to the Region Friuli Venezia Giulia (July 2020) and the Programme area was as well confirmed in continuity to the one of the period 2014-2020.
Programme financial allocation is total €88.623.326,89, of which €70.898.661,51 ERDF. Compared to 2014-2020, the ERDF is decreased of €7.031.292,49, the contribution is reduced from 85% to 80% and the Technical Assistance ) does not have a dedicated priority, being calculated as 7% on all the financed operations according to EC Regulation.
Thematic concentration has been applied according to EU Regulations with 60% of the financial contribution on two Policy Objectives, i.e. PO 2 ("A greener Europe") and 4 ("A more social and inclusive Europe") and the choice other two POs (PO1 and ISO1).
The strategic importance of the European Capital of Culture 2025 Nova Gorica-Gorizia as a driver for development has been acknowledged (a Small Project Fund –SPF- activated under the Specific Objective SO 4.6 managed by the EGTC-GO as Sole Beneficiary).
Capitalization projects, standard projects, operations of strategic importance and small scale projects are the project typologies foreseen by the Programme. Operations of strategic importance (OSI) have been identified in their content and partnership during the negotiation phase and detailed within the Programme document since the beginning. The Programme foresees also the “people-to-people” actions within ISO1c, which the Monitoring Committee decided to delete during implementation in view both of emerging needs regarding the Programme area and their ongoing implementation trough the SPF.
