As part of the Interreg AidMIRE project, a demonstrative simulation (DEMO) of a mass-casualty event was held on 17 May 2025 at Socerb Castle (Slovenia), involving the Italy–Slovenia cross-border area.
The exercise aimed to test the emergency response network in the event of natural or other types of disasters. It was organised by the Civil Protection Division of Koper, with the support, among others, of the Izola Health Centre on behalf of the AidMIRE project, which contributed its extensive expertise in managing medical emergencies and fostering cooperation among institutions from different regions.
This exercise represented an important opportunity to test and validate the updated NEX AID model protocols, developed within the framework of the project. The goal was, among others, to assess the functionality and operational robustness of the response system in complex scenarios characterised by a strong cross-border dimension.
During the simulation, project partners (PPs) and the competent authorities (PAs) were able to verify several key aspects of emergency management, including:
• the accuracy and timeliness of initial notifications and communications;
• the coordination among stakeholders in line with shared protocols and guidelines;
• the efficiency of data collection concerning the number of people involved, bed availability, and deployable medical staff.
At the end of the exercise, a detailed technical report was drawn up, followed by a final evaluation, which will lead to the validation of the definitive operational protocols.
This demonstrative activity represents a concrete step towards strengthening cross-border cooperation in the field of civil protection and mass-casualty management, thereby contributing to the full achievement of the AidMIRE project’s objectives.
