H2READY
Policy objective: ISO 1 - A better cooperation governance
Typology: Standard project
The H2READY project addresses the key challenge of energy transition in the cross-border area of Slovenia and Italy by involving municipalities in the development and implementation of hydrogen solutions. Currently, the region primarily witnesses collaboration between industry and research institutions, with the role of local communities in green hydrogen strategies remaining limited. The project directly tackles the need to bridge strategic visions, such as the North Adriatic Hydrogen Valley (NAHV), with concrete local needs. Furthermore, it addresses administrative barriers, such as unaligned public procurement procedures and cross-border coordination challenges, which hinder the development of shared hydrogen infrastructure.
- to enhance municipal involvement in the energy transition, leveraging their key potential as intermediaries between energy needs, infrastructure development, and social innovation.
- To develop and implement a governance model for joint public procurement, streamlining processes and enabling the efficient deployment of hydrogen solutions.
The expected project results are:
Development of action plans for pilot municipalities, enabling the practical application of hydrogen solutions;
Introduction of a cross-border model for joint public procurement, simplifying administrative procedures, enhancing institutional management, and fostering synergies between municipalities;
Creation of a Masterplan as a strategic document that ensures long-term policy alignment and the development of the hydrogen ecosystem at the cross-border level;
Strengthening municipal and local administration competencies through targeted training, tailored tools, and methodologies for the preparation of sustainable projects;
Raising awareness among target groups, including local residents, businesses, and policymakers.
