Short description of the project:
The project addresses one of the main common challenges in the Italy-Slovenia INTERREG Program: the vulnerability of small communities to climate change, in a cross-border context characterized by strong differences in territory, social framework and political and administrative structures. Organizational issues, limited resources, and lack of shared strategies call for an approach that focusses on the dialogue between different governance levels (local, regional, national, and European) and promotes cross-border cooperation. The need to address extreme climate events requires interventions based on territorial specificities, with particular attention to the Alpine and preAlpine areas, which are among the most vulnerable.
to develop specific and replicable climate adaptation solutions that can 1) support the agency and the operational capacity of marginal communities, 2) foster communication across different governance levels, 3) integrate climate adaptation strategies into local planning, and 4) shift the focus from emergency management to prevention.
to develop proposals that can integrate national and regional climate plans from the bottom up, thereby building fair and sustainable climate resilience..
to provide practical suggestions to enable communities to implement adaptation measures that are tailored to their specific context and compatible with both their human and economic resources and their existing (or under-development) strategies.
The project's main outputs include a shared database of local climate data, a risk and vulnerability analysis for each territory in the project area, the Guidelines for Local Adaptation, and the implementation of climate adaptation measures in the municipalities of Ilirska Bistrica and Tolmezzo following their respective Pilot Actions.
